the 720p that is out there is only 23.976 or 24 fps not the 59.97 or 60 fps

punch, the reason that 720p releases are 24fps is because that is the frame rate
they were shot in. when a show is aired in the 720p format @ 60fps, you are
still only seeing 24 unique frames per second. search for 3:2 pulldown for more
information
