Download problem - can you provide advice please

tried to download latest battlestar galactica epis 3/19 & 3/20 and black
donnellys epis 1/04 - tracker was eztv2.sladinki007.net

blocks of ips nos 38.99.., 64.93.., 64.93.., 66.180.. take over download
indicate they have around 80 % of file but
lock the download, even though indicator keeps ticking over
percentage does not change and "dn" stays at zero
but total downloaded keeps increasing
uploads really take off until you shut it down or ban the ips
i am using bitcomet v0.6 (can this be hacked ?)

what is occurring ? some advice please ?
can provide more nos for ip extension if others are having same problem
