Unable to Enter UK site

why is it when i try to enter the torchwood site from bbc it restricts me
because i am outside uk.

it says,"if you are outside the uk you will not be able to use
bbc.co.uk/torchwood for rights reasons."

when was this put up and why? i do not understand why americans or any other
person outside the uk is unable to use the site. can someone explain?

the region lock on bbc video content also has another reason not generally
present in `straightforward` regional commercial agreements as usually seen
with us web video content from rights holders ...
the bbc is publicly funded by a mandatory licence fee - so as not to give rise
to anti-competitive practices against commercial organisations there are
strict regulations in place about how the bbc handles non domestic
distribution.

i just wanted to know why they put that up, no need for flames. thanks for all
the good answers anyways.

the site is only available to british users because the british people pay for
it with their license fee.
