Nope. To register you need an email address. If you have a domain, you have an unlimited supply of made up email
addresses. Block the domain and the accounts they are registered to.

Devices have a unique ID key all phones, tablets, laptops ECT. VPN domains change
all the time and you can create accounts just by using an email generator which
again you can continuously change and create. You cant change your devices ID key
without a new device.

Easier to make a filter on usernames that have been flagged and check the email address domains.
I bet you a large number of the troll accounts are from a single domain.
Find the accounts, delete the content, remove the users, block the domain, wait.
